To explain the eyes: some animations don't have them because they want to sorta test the rest of the movement, or to make people pay more attention to the rest. For example, here the characters still manage to be extremely expressive even without eyes. That's way harder than drawing eyes.

It's WAAAAAAY more complex to animate a mouth and express language with bones and just a body, than it is to animate an eyeball. These students obviously have enough skill to rotate a sphere. The whole animation is about hair. Wake up a bit. That's a story board choice not some absurd technical barrier.

23 years ago, when I went to a 3D school in Paris (ESRA, Paris XV), there were already 67 "media" schools in France teaching 3D modeling, animation, lighting, motion, perspective, etc. A country that manages to "produce" talented individuals (in any field) is a country that decidesto invest money into forming new comers to tomorrow's technology.
