[CAUGHT] Local Police Terrorize Small Town, They Even Got a Tank

Police take an oath to protect and serve the public. But in Brookside, Alabama, a top-down scheme pushed by its police chief, mayor and council has prioritized something else instead: generating money. Hundreds of people tell similar stories about being pulled over for dubious reasons and charged with bogus violations. Many motorists were left stranded on the side of the road when their cars were towed without justification, often at night and with small children.

The town prosecutor and judge rubber-stamped these abuses, and in turn, Brookside’s revenue spiked by over 600% in two years, with fines and forfeitures coming to fuel nearly half the town’s budget. Yet still, that was not enough for the minds behind Brookside’s policing racket. Police Chief Mike Jones, who recently resigned, declared the 600% increase “a failure” because the town could be raking in more cash with “more officers and more productivity.”
This “productivity” is carried out in a manner as outrageous as its goal. Following Chief Jones’ takeover, the police force began fabricating violations, patrolling outside its jurisdiction, threatening and harassing drivers, and handcuffing people and towing their cars for bogus reasons. The police have been targeting the people they know are more vulnerable, including low-income individuals and people of color. With its nine police officers and only 1,200 residents, Brookside’s rate of officers is one per 139 residents, more than four times the national average.
Brittany Coleman was one of the victims of Brookside’s policing for profit scheme. A recent University of Alabama graduate, she was pulled over by Brookside police for allegedly following her boyfriend’s car too closely, as they drove together to get lunch on her birthday. Without justification, the officer forced Brittany to stand handcuffed in the hot Alabama sun for more than 30 minutes as he searched her car. She was issued citations for tailgating and for marijuana possession. The possession charge was later dismissed because the police never actually found any marijuana. The officer told Brittany that, if not for the pandemic, he would have arrested her. Regardless, he ordered her car towed. Brittany was forced to pay Brookside nearly $1,000 in towing fees, fines, and court costs.
Abuses like these are not isolated incidents. Brookside police had a practice of finding any reason to tow cars and leave people on the side of the road. No matter the weather, no matter the time of day, and without regard to whether there were small children in the car, people were left stranded on empty country roads.
Brookside’s policing practices are deeply offensive-not only to common decency, but also the U.S. Constitution. Courts recognize that generating 10% of revenue from fines and fees raises a presumption of unconstitutionality; Brookside generated five times that. That’s why Brittany and three other victims of Brookside’s policing racket, represented by the Institute for Justice, are filing a class action lawsuit to affirm that police must act in the interest of justice, not their pocketbooks.

    This is the type of thing that forces me to be embarrassed to be an American. It's 2022 and we have to have a the Justice Department, IN a court statement actually feel the need to say in writing: "Courts, prosecutors and police should be driven by justice-not revenue."     @Institute for justice...how can I get hold of you, it's urgent. I'm in Texas where there is a person I know of whom has been fighting a case for 4yrs and the state, along with his attorney have left him broke, both of his funds and his health based solely on hearsay. They closed the case by then re-instating the same case by adding a word. Leaving him to do it all over again, they arrested him last week and he PR bonded out. He's been alone in this, he doesn't speak english and I feel he's been taken advantage of by the prosecutor and his attorney whom in all 4yrs has never sat down to counsel with about the case against him even despite going to his office to speak with him. He needs help and I'm begging for your knowledgeable assistance. They want him to accept a plea that strips him of his freedom and his US residence status. Please, I pray with All my heart that you'll get back with me througj our Almighty Father's Will, that His justice be done. I know He has angels in All matters. They gave him 10 days to accept a plea in which he states guilt and he says he doesn't want to lie saying he did such an heinous crime.

    The same thing happened in Toronto a few years ago. Turns out the towing companies, the cops, and the Italian Mafia in Vaughan were running a racket. A bunch of cops went to prison over it. I imagine the same thing is happening here

    My family is from Brookside . I go there every week. It was actually worse than this video shows. These are only the people that sued the police department There are hundreds of people who were brutalized by the police that are too scared to come forward. I know many of them. I was harrassed by them twice. The cops that i talked to were the most immature unprofessional people ive ever talked to . The police chief resigned right before these lawsuits came out and was living in FLorida working as a security guard for a friends business. He himself got arrested when a Florida cop pulled him over for speeding . He flash his old Brookside police chief badge and they arrested him for impersonating a police officer. A news reporter tried to interview him that found him in Florida and he literally ran away from the cameras and tried to hide . The mayor during this time passed away. The new mayor was a crooked little worm and he got voted out recently The Judge got disbarred from The State of Alabama and cant practice law. This was from other corruption not related to the crimes he committed in Brookside. The entire police department quit for fear of lawsuits and went to other areas of the state The second in command of the police department a LT got arrested for sexually harrassing a woman in a bar .They put in a new police chief who was in charge of training the Birmingham police department which is much bigger and professional and only have about 4 cops now . I rarely see them now .They dont prowl the streets anymore

    Ahhh, all the PTSD memories of the police in my home state. Can't even begin to tell you how much better it is living in the free country of California. It only takes 3-5 years for all the PTSD to go away and your heart stops racing every time you see a cop or a police car.

    In Alabama it is the norm. The list of departments who don't engage in this would be **a lot*** shorter than the ones who do. It should be way harder to get a job as a cop. Should be subject to far more scrutiny and consequences when abused. And finally, after all of those things. Abolish and outlaw civil asset forfeiture on the basis of the immense conflict of intererst that obviousl goes along with it. And finally, after alll of the other reforms and after 95% of the currently existing police force has been disqualified and fired as a result of those prior mentioned reforms--and finally, at that point then and only then, after all of theother reforms you could possibly do to cull the bad ones from the good, finally at that point, then and only then, do you very significantly increase the pay across the board for the 5% or so of the currently existing police force that would survive such scrutiny and changes. That way you give the few truly, really good ones the incentive and means toto stay truly good ones and you for those who have the potential and the desire to become one of the truly good ones in the future you perovide them witht he means and incentive to actually act on that desire and fulfill that potential.

    Officers like this are a disgrace to the badge. The Sheriff department and State Police need to investigate. Police corruption should be a Federal Offence with a "mandatory minimum 25 to Life" prison sentence, and potentially a capital offence depending on the severity and level of corruption.

    Problem with calling out police corruption....is when the entire local government are all in cahoots....in their eyes there is no police corruption. They're just doing what they're told.     This is incredibly familiar. Denton County, TX was doing the same thing with parking violations and every single other so called violation. Apartment complexes required expensive permits to park and you weren't allowed to have guests or they would be towed and sometimes arrested. And officers would arrest anyone who they even thought was drinking. They would take every bit of cash you had too. Ijs, the South still has some major Dixie vibes and it won't stop until we do something about it.

    Greene County, IL is also refusing to accept insurance cards with 6-month policies. The court is saying that you may not have made all the payments and have to get a letter from your insurance company stating that you had valid insurance on the date you were pulled over. Otherwise, you get a massive fine and lose your license. You literally have to prove your innocence to the court.

    How can you say that as an indigenous Spaniard woman who grew up on the wrong side of the road because of my own decisions as a young girl I hated cops I thought they did everything out of fight that they were just taking advantage of their power. But I grew up and I started watching police and during different circumstances in my life or family's life or even just the public I also saw how these strangers would rush into danger to save the very person who just told them f you. It's disgusting how little respect cops get and how people don't understand how dangerous this job is and how dangerous or easy it is to turn something simple into something bigger than it is especially the way the media does things today. We wonder why there's so much criminal activity more than ever in our society and it's because of people demonizing police and saying the criminal is the innocent one I want the ice cream as for people like these people that got pulled over for things that we disagree upon with police whether it be a blinker or any traffic violation that's what court is for that's when you tell the court this officer acted inappropriate and the Court decides if he did or didn't or she did or didn't but teaching the youth today to not respect cops that cops are just out for them because of their color is just straight foolishness because I'll tell you what the media doesn't show what about all the white and Hispanics or other races in this town or any other town that get pulled over for the same thing but guess what it doesn't make the news so they gather what they believe people will get upset about and they make a narrative and cross their fingers they can get people to start hating each other and hating police and they can't say as a media they don't do that because if you go to any channel they constantly bash police

    The cops actually target time of day when shift changes at factories, grocery stores, box stores, add to increased traffic volume. Another scam is a State sponsored "traffic safety grant" such the state govt funds county and city police departments overtime for extra cops out writing traffic tickets. The cop who ticked me for speeding said because it was a state traffic grant ,every car stopped was fined No warnings allowed.

    The military-esque costumes, the hummer type vehicles, face covers, body armor covered with firearm magazines ... this is not the look of law enforcement, this is the look of a military presence. The intent is to intimidate the citizenry. They are not our friends, they are a hostile force. They are there to escalate and arrest. Minimize all contact you have with police. The longer you engage with cops the more likely you will wind up getting yelled at, manhandled, tased, kicked, slammed to the ground, stomped, pepper sprayed, cuffed, arrested or shot. So don't answer questions. Don't say anything. Ask for a lawyer and always ... always record encounters with law enforcement, even if it's just audio.

    Because the Supreme Court created this rule in the first place, by ruling government officials can’t be sued for actions they take in their official capacity. In fact, they just pretty much stated recently regarding a case that evidence of innocence is not enough to avoid being punished for what you were originally accused of, thus making the 6th Amendment weightless. This country is beyond screwed, and we have not just the higher ups, but also the far too many ignorant and selfish people that just say that "this is fine", as long as it doesn't happen to them (but of course, when it does, it's always too little, too long, too late).

    I suspect that this is widespread across the USA. I listened to a BBC broadcast that detailed similar issues in St Louis County, Missouri. It seems some of these municipalities are so small that they are barely financially viable. The only way they stay afloat is to use the police to prey on the residents with fines. The problem isn't just about individuals, it's systemic and deliberate.

I’m praying for the victims 💕🙏🕊 IFJ should investigate that PD in Texas a few years ago that was doing similar stuff to its people by threatening to take their children away from them unless they signed documents that forfeited their cars and property. They were sued and it went to court but I don’t know what happened. It’s hard to find any info on the case.

    UPDATE: Since all of these complaints, Brookside's police chief resigned along with many of the officers. They have a new police chief now and supposedly made and are making more changes.

    So why are the officers/chief not in jail for CLEARLY violating constitutional rights? It's obvious they broke numerous laws, numerous times, yet no real punishment. And people are shocked when this continues to happen. Over and over and over and..........

    I grew up in the area. Brookside is now as it has been for the 54 years of my life. If you read the history of Brookside the song remains the same.

    This makes me so ANGRY that I could spit. I never dreamed that cops could be so crooked- They should be fired, charged as criminals and put in jail. All of them- The towing company, every police officers including the crooked judges.

    Promotions, awards, pay raises, bonuses and job security are all linked to the number and type of arrests a cop makes. For this reason your freedom is seen as a potential roadblock in their career path. The workaround is to escalate every situation to make an arrest; it's not about enforcing the law, it's about arresting you to pad a resume.

    There are WAY too many of these stories. I'm so sick of corruption at every level of our government by people who are supposed to be upholding our laws and values. What good does it do to be a law-abiding citizen only to be abused, humiliated, robbed, and cheated by the police?!? We need to completely overhaul our policing system in every part of this country.

    Fun fact, he was, but not for this. He tried to get out of a ticket a few weeks ago by claiming to still be the cheif, even though he had quit a couple months back. So they ran him for impersonating an officer. But yes, the whole department needs to be up on charges for this nonsense.

    I'm from that area. They have 15 cops 6 miles of Road. And 1 mile on the highway. Pulling People over out of their jurisdiction. This been going on over 20 years about eight years ago when it got pretty bad years ago.cuting people's water off a day after the bills due. And when they tow your car you got to pay the Police Department about 180 for a piece of paper to release the car and the tow company about 180. Two cops just got put in jail from Brookside for impersonation of a police officer and rape

    We dealt with a ticket from a cop "for when turning right on light after stop, you have to stay in the right lane, which is not true. But it is a 3 point $250 dollar ticket. My wife is not American and she would have just paid it and the increased insurance costs for 5 years. So I decided to fight the ticket. I had copies of the ordinance, the damage to the road after a right turn and decided to plead not guilty. While waiting to appear in front of the "commissioner" I met 8 other people with the same kind of ticket. Each of us asked for a jury trial. The commissioner came back with dismissal no points no record no fine, but we all had to pay $80.00 in court costs. Same cop on all of the tickets. So downtown parking was $24 and wasted 5 hours. I really like IJ's explanation and handling of these cases, not enough good lawyers to fight all these injustices.

    Your honestly lucky the magistrate/judge was apparently on the up and up. Brookside hired a local attorney to sit as the appointed magistrate to rubber stamp this crap, and that's part of the reason no one could get relief. In some places, like brookside, everyone in the area is corrupt, and then what can you do?

    It's heartbreaking to see this happening anywhere in the United States. This is what happens when there aren't free and fair elections. When you can't vote out the corrupt crony government, there is no restraint on tyranny. Ensure fair elections, then replace the mayor and city council with people who will fire the entire corrupt police department.

    No way. Just investigate and audit the department and court staff thoroughly and stuff them in prison. Sure as shit, not all of the money they are collecting is accounted for and "going back to the community." The second someone exercised the Second, it would only reinforce their excuse to have military hardware.
