I think canada court system is like that because the population is so small compared to its land mass. Canada has a larger land mass than us but it only has 38 million people. It probably cant afford to have so many people in prison and not enough working. Thats also why it easier for canada to have universal medical for all its citizen because the population is so small. In america its crowded so we can afford to make a business out of jail.
