Carpentersville President Sarto yells and walks off job

Village of Carpentersville President Bill Sarto and Linda Sliwinski attempt to stop Fox Valley Citizens Against Immigration President Bob Sperlazzo from talking. When they are overruled by the majority of the board, they walk off the job in the middle of the board meeting out of protest. Bill and Linda stay in the back of the building with each other.

    It seems like the board votes to quiet the president, even when the president is trying to uphold the rules they put in place. Yes, the President is blocking the man from speaking, but only because it's the rule the board voted in the first place. No one respecting the rules, just going off majority opinions at this point. They're a mess.

    It wasn't a debate being brought forth by the board. It was a comment that being read by a citizen. The rule was in place so no one on the board brings up debates that don't have a minimum 4 person vote. Stupid rule regardless. How are you suppose to know where the board stands on such issue unless it is brought up?

    I'm also quite certain I've listened and read cases like this on the OYEZ supreme court site wherein it's been overwhelmingly decided, no local boards can dictate what citizens can bring to the table during open citizen discussion. I believe they deemed such a notion could dangerously flow up the chain as a precedent setter, and repeatedly decided against such a notion. I mean think about it . . . it would literally be, tyranny if these nobody's could act outside their duties and then, when citizens found out and wanted to make it public, they "commanded them to shut up?" It just cannot be so. . . I can't find those cases right now, I was hoping someone more historically rehearsed on the matter would have posted it by now.

    Sarto basically hosed himself, by saying that if and when the issue becomes village business, then they can discuss it. The board decides what is business and when it is business. They decided it was business, and wanted to discuss the issue. It's fair. The idea that the pres. gets to rule on what everyone talks about under that rule is not fair.

Our board is Always lock stepped together. Never discussion. Residents speak and no one responds. Very interesting board you folks have.

    The fact that they allowed a vote to be taken on whether or not to allow this man to continue his presentation indicates that they must have a rule which allows that a rule can be waved temporarily if the majority votes to approve it. Most rules do allow for that. Sarto is pretending not to know that. More BS.

    You can talk about the weather during public comment. The only limitation the board can make is on the structure and length of public comment, not the content.

    Not exactly. You can talk about any matter within the subject matter jurisdiction. That probably doesn't include weather, but it certainly includes any item the board could undertake. It doesn't need to be current business.

    It sounds like they decided that the BOARD cannot talk about the illegal alien comment issue, but citizens are perfectly allowed to bring it up again. Sarto simply was trying to cut the man's comment's short.

    I agree 100% but the problem is low-level politicians like this board president seem to think they can make up the rules as they go along. I used to live in a town that video taped and broadcast City Council meetings and originally allowed people to talk about whatever they wanted to during public comment. However, when a certain individual was elected mayor he decided, like this village president, what the speakers could and could not talk about. It got to the point where he went as far as to no longer allow the public comment section to be broadcast. That did not change until a new mayor was finally elected. He reversed his predecessor's edicts. Unfortunately, this philosophy is shared by many other people and many other cities, towns and villages throughout the country. It's so unbelievably wrong but true. I believe the only way it's going to stop is if the voting public takes a stronger active roll in the political arena.
