Question: say the R group is highly electronegative, like a halogen. Do you think this removes electron density from the carbocation or contributes electron density?

Yes it does (withdraw), via inductive effect.

it also contributes electron density via resonance effect.
Great explanation but still unclear why the electrons of the R groups are pushing electrons to the carbocation and increases the stability as the amount of R groups increase.
