Thanks for your comments onazi. yes, the second layer top bars also anchoraged in to column with development length, because in cantilever beams top layer bars are the main bars which carries the tension of the beam, keep watching

cantiliver beam should have more bars at top than at bottom

Is it possible to reinforce a slab from bottom by rebaring additional beam to avoide vibration and saging after RCC work is done.

I thought the stirrup angle should be 135. But it has an angle of 90..

it depends on the rebar engineer i think. you can use 90 or 135

No way this will work. Rebar can not with hold the strength of concrete and that length. You will still require to beam at each end like a cantilever.
