There are voicelines but no sound available, all resonators have character story except Rover.

His burst has no impact and barely shows any lightning. They definitely can make skill effects have a bit more punch to it and flashier.

Actually, I don't really know. I'm not in the beta test but when Rex showed is S2 there is an additional electro dmg shown in there which he does in his intro skill. I did see 1 Calcharo clip on twitter where he did that ult looking animation as his intro skill so I just assumed that's it, honestly.
