Okay, this is how I did it. Get one of those rubber tie down straps with metal hooks that truckers use to secure their loads and wrap it around the top of the bucket in the groove and just attach it to the rack. Get the right size strap , not to long , not too short. They can support a lot of weight without stretching. Near the bottom of the bucket wrap a regular nylon rubber bungie around the bucket and rack join the two hooks and you got it. No measuring, drilling holes, etc. Works good.

Got to make some.. As a prepperedness minded tinfoil hat wearing person i see totes to carry potable water home after a crisis. Water resistant containers to transport supplies if i must bugout. Common looking things often get overlooked as containing value. If i lost my job gas in my truck is for job interviews my bike is for everything else.
