To replace a deficient structure that had been in use since 1923, Garver designed a replacement bridge that features four traffic lanes and twin 448-foot basket-handle network tied arches. The twin-arch design allowed for the arch superstructures to be pre-assembled on barges and floated into place, allowing the bridge to be opened just five months after closure

Why they destroyed the old bridge must be demolished and new bridge must be builded

Child, calm down, things get worn out. That bridge was old and it needed to be rebuilt to make it last more, if they would't have rebuilt it it would have collapsed or broke.
