just like when the line is coming off the reel, the lower the line on the reel spool increased the drag pressure, so when you have very little line on the bulk spool you should decreased the drag tention on the spooler, plus I really dont think you need 20lbs of drag tension to spool a reel, at the end when you are fishing, your line coming back to the reel won't have 20lbs of drag , unless you hook a reel big fish , just my 2 cents
