If your hair is dark (which hers is black, if not dark brown) you're supposed to go a bit lighter on your brows, if you hair is on the lighter side, you brows should be a bit darker. But then again makeup has no rules, so that's just a suggestion. :)

For dark hair you should do your eyebrows a shade or two lighter , for lighter hair you should do a shade or two darker .

if you feel the concealer looks way too light and doesn't look right then you are may be using the wrong shafe. also highlighting the other parts of your face that need to be highlighted gives your face more balance so you so not just focus on the brightness under the eye
