@@lemarcusbrown1708 he was probably followed or something crazy and he probably thought he could get around it safely and his car had no other place to go but in the water.

At first, I had concluded that this was intentional, but it is possible that the pastor went between the barricades (which were spaced 68 inches apart - plenty of room for a single vehicle to pass through), thinking the road was still passable. If roads are closed, they should have the barricades blocking traffic.
