Its a dangerous region , the organisers could have chosen far safer sites than this. The question is why did the organisers hold it there in the first place.

However, the terrorists chose the happiest celebration on the Jewish calendar, akin to attacking the US on December 25 or January 1: everyone who can have military leave is on leave, people are off work and relaxing, parties and festivals are going on.
