How do you know if its the regulator vs the motor going bad?

In my case, you could hear the motor trying to work but the cable was broken and wrapped around the assembly.

Thanks for the effort but the camera work can make one dizzy. Needs better pace also

The camera work is the first test, if you can't get through that then you definitely don't need to attempt to change your own regulator. :)
