I think the devastating star flail is better than any weapon in the game. I won up to 600 levels by the flail collection. Tip to win every stag - emperor set , best mail set , devastating star flail, super spiky shield (not the dual handed emperor shild) it's yellow in color. I mean the bulbous tough spiky shield

tbf flail could be easily countered by wearing good Leg Armor and using short range weapons. Flail sucks at extremely close range and can only damage the legs if anything so as long as you have good protection, you can probably kill your opponent before he deletes your kneecaps.
