I believe it refers to Ebrietas, who is abandoned and weeping at the altar of despair.

Well, what do you know, arias actually are heard when you spray the sacred juice. I thought that was just flavour text, since this is hard to hear in the middle of an actual fight.

All angel appearances are biblically accurate. Like Vampires, werewolves, ghosts, and more. Because they DON'T FUCKING EXIST. Therefore they can look or sound however you want, so long as it's respectful of the source material.

You buy it from the messenger shop after you unlock it by finding the Cosmic Eye Watcher Badge. You find that in the Upper Cathedral Ward area. In the room with all the werewolves and bloodsucker. Not too hard to find. Hope that helps a bit.
