If their (over)use of the 2,000 lb bombs we supplied them with in situations where other militaries (including our own) would use 500 lb or lighter bombs to lessen collateral damage and civilian casualties is allowed under our current agreement, that needs to be amended in any future agreements (assuming we continue to supply them with weapons at all after this.) That on it's own is one of the primary reasons for the high civilian casualty rate of this conflict.
