to ans my own question since dell support cant If you're being taken to the BIOS setup repeatedly: Check for Bootable Media: Ensure that the media (USB or internal drive) you are trying to boot from is properly connected and bootable. Disable Secure Boot: If your Dell Optiplex 300 has Secure Boot enabled, you may need to disable it to boot from non-Windows operating systems like Arch Linux. This option is usually found in the "Security" tab of the BIOS menu. UEFI vs. Legacy Mode: Ensure that the boot mode is compatible with your Arch Linux installation. Some distributions require UEFI mode, while others might work better with Legacy mode. This setting can also be found in the BIOS setup. If these steps don't resolve the issue, providing more details about your current setup and the exact behavior you're encountering can help in diagnosing the problem further.
If F2 does not work, try pressing Del or Esc key as these are common alternatives. Navigate to the Boot Menu: Within the BIOS setup utility, use the arrow keys to navigate to the "Boot" tab. The exact name can vary, but it is usually labeled as "Boot", "Boot Order", or something similar. Change the Boot Order: Find the list of boot devices. You should see options such as your hard drive, USB drives, and possibly optical drives. Move the device containing your Arch Linux installation to the top of the boot order. This might be a USB drive if you're booting from an installation medium or the internal drive if Arch Linux is already installed. To change the boot order, you typically use the + and - keys or follow on-screen instructions for adjusting the order. Save and Exit: Once you've set the correct boot order, save your changes and exit the BIOS setup. This is usually done by pressing F10, but follow any on-screen prompts or instructions for saving and exiting. The computer should now reboot, and if you've set it up correctly, it will boot from your Arch Linux installation media or the installed system.
The easiest way to know that the computer is using UEFI system is to run Windows 11 operating system. If it runs Windows 10 operating system and not Windows 11 operating system, then you have chosen the legacy BIOS system.

i dont know if dell does this on purpose but i got the new optiplex 3000 trying to remove the dog water that is windows and install arch linux kde but the key board does not work when the pc is in it restart state or on start up i have to unplug it plug it back in at the right time for the 2 seconds that my keyboard turns on for just to spam f2 and it does not work i have been trying this for the last 24 hours!!!!!

I meant to say, only UEFI system can allow to boot Windows 11 operating system, because newer operating system prohibits legacy BIOS system.
Sense Dell failed to explain what all of the different BIOS and UEFI settings do, then a separate video should be made to do that.
And yes, legacy BIOS system is suitable for older operating system, such as Windows XP, Windows Vista and Windows 7, while UEFI system is suitable for newer operating system, such as Windows 8, Windows 8.1, Windows 10 and later.
