I say Houston. It’s still a guessing game especially if it regains strength quickly.

Depending how long it stays over the gulf I predict it to hit Texas as a Cat 1, maybe even a Cat 2 if everything goes well for it and bad for us.

If it helps your forecast accuracy, you can remove San Antonio from your rainfall forecast. We won't get much if any at all. The storm will head north too soon. Drought for South-Central Texas will continue.

Nobody knows for sure, they can only guess and look at models. Just be prepared for it.
