Behind the Scenes - How a BBC News opt-out works

How does BBC One get split into many different regions? Take a look at a directors view of a regional opt-out of the network.
This is a recreation of a multiviewer in a region's gallery. I switched this live using OBS, following the same basic idea as the BBC regions when they cut away from the network.

    Very super interesting - especially as a fellow TV geek always excited at all this live TV geekery! And as mentioned by someone earlier, "South Tevebitshire" was a v nice touch indeed, haha. Great use of OBS and After Effects.

    Here in NI they tend to overrun a bit, the newsreader gets faded out mid-sentence as they crash back into Network

    This is excellent...thanks for this! The opt-out is super noticeable on BBC One HD at the end of the news when the regional news begins.

    Usually, English regions don't have HD production; thus, the not available placeholder is seen there to redirect watching local news to the SD BBC One. Nations outside England do have HD production, so they have those on their HD variant.

    Look East does not have a HD broadcast so it just shows this programme is not available in your area with the number list for freeview / sky / virgin, I assume this is the same for most regions

    @@DJPaoloDelaCruz I don't have BBC HD available where I live. I remember staying in Llandudno Wales and seeing the not available slide coming on after the bbc1 six o'clock news. The hotel common room TV may have been tuned to HD, possibly BBC1 North West, one of the English regions. This is widely available in North Wales. If the TV had been tuned to BBC1 Wales HD presumably the not available slide would not have come on, given that nations outside England do have HD production

    Oh, that's way cleverer than I thought it'd be. I assumed it was controlled centrally and someone in the main news centre hit a button that devolved control to the regional stations. The fact that each station is individually controlled is much cooler, IMO!

    And it seems the network has built in claps in the music for the regional headline as well. Very very cool to see and you did a great job in designing the multiviewer, it looks very real! Oh edit it looks like they hit their own music!

    In France, on France 3 (National Public Service, with Regional drop out), a loop (with the news theme) is broadcasted by the national program during some seconds before the regional news (during commercials). The national program, come back on air for the national news (on the news intro, or for the evening programs trailer broadcasted just before). For some region, a local newscast is broadcasted during the regional evening news. There is also an other drop out on FranceInfo (National Public News Channel), who switch to France 24 (International Public News Channel) for the night (0h - 6h)

    Routers are frame sync'd so there shouldn't be a jump. But even routing internally sometimes you do see a jump.

    Ever since NAS and NAT used NBH’s Studio B, the network feed showed London’s headlines instead of sports headlines during the opt-out as London used Studio B too. NAO continues to show the sports headlines on the network feed during the opt-out as lunchtime London bulletins do not use Studio B.

    Where the lovely Fiona is standing (the gallery) is a not very wide curved area with one or two "robot" cameras. IIRC - she is actually looking at glass windows showing the cafeteria.

    Has anyone noticed that since BBC local was moved to the BBC1 HD channel, between the end of Pointless and the end of the local news headlines, it reverts to standard definition for about 5 mins? Maybe it's just a Freeview thing?

    Some of the regions aren't HD capable yet, it would be when they are opted out.

    Here in the USA, the morning news/talk shows on ABC, CBS and NBC do the same thing for local weather updates.

    A bit unrelated, I did also saw on NBC's "Today" that their news ticker is always empty. Finding out several KZread videos later that they did it on purpose and the news ticker is actually operated by the affiliates. Not from the US but it was carried before by a now defunct TV channel here.

    The way they do it would have to be less centralised though, because a lot of the local stations aren't owned by the network. What's a "soft opt" in this video is (probably) business as usual for an affiliate station in the US because they're playing out from their own systems in the first place. This whole practice of mixing a regional feed, only to send it back to the "network", to be fed back to your own region again, seems really strange to me 😂 but I guess it's quite common now since bandwidth is cheap and central playout is reliable.

    Now that the BBC London news is controlled by the same team as the news at 6 and 10 is this why the reporting Scotland feed often goes to London's feed for a split second and then switches to the Scotland feed

    was watching that BBC News behind the scenes video where you're in the gallery for news at six, and during the whole regional opt part the director in London is counting down - but he arrives at 0 as soon as presenter in London starts speaking. why doesn't he arrive at 0 when the networks titles start? unless all the regions run their own titles as well?

    @@joshuanesbit Good question, I don't have any personal insight into the technical operations of the BBC, but the process can basically be done the same way live to air as they do on TV. Many radio broadcasters use IP audio systems these days, and the audio can be routed to a local production studio in a similar way to the TV example. The TV example seems to use a strictly timed opt-in segment that would be pre determined on a cue sheet/system, on the radio the same process can be adopted. After the "out-words" on the script have been said by the network provided show, the local studio can say their bit within their alloted time frame, and then mix back to the network once the opt-in time fame has finished. Of course a more modern way of doing this would be by pre recording the local segment, and sending the file into a playout service provider for broadcast at the particular time. Radio and TV playout seems to be moving to a more cloud-based system using server virtualization. So I imagine that within a few years, much of the aforementioned technique will be deprecated or changed at some point.

    @@captainsoot It's a combination. I used a software-based video switcher called OBS Studio to merge the live feed with my own pre-made opt-out elements. Everything else was done in AfterEffects and Premiere.

    A soft opt is what you see in the video at 0:27. It's when the region takes the incoming network feed via the studio mixer before going on air, thus making the actual cut almost invisible. They can later cross fade smoothly from network to their own studio. I used the term incorrectly in the video. The soft opt actually occurs before the caption says so.

    ​@@captainsoot London uses a system called Vizrt which is controlled by the Mosart automation. Some regions are also equipped with Vizrt while some still use older Aston systems (these regions will often have static headline graphics instead of animated text).

    Wouldnt be easier to just broadcast regional station signal carrying network programming and when neccesary, cutting network programming without this hassle hard opt-outing from centralised coding, bumping and so on?

    In such case, you would not only have a network to take care of, but also all regional stations - with this opt-out system, you only need to care about regional stations at junctions, news and local programming. Less systems that can crash (most of the time), meaning less technical difficulties.

    At first, I don't have the cable satellite, Because one of my hatest things of opt out its because of the delayed Regional TV's Balitang Amianan, Bisdak, Bicolandia, One Western Visayas and Mindanao of having delayed time of around 35 to 45 mins of local news, I kept on swearing of the GMA Regional TV's Director Oliver Beltran Amroso, Who created the local news and public affairs, delaying the feed of "Wowowin", Instead until the blackout of 5:30pm.
