It's a response for the aspirant from a place where the one who says it has achieved it. The person who achieved the no mind is speaking the language of the world so it's understandable for aspirants who still aspire to be there. It's not literal but it aims to lead you to experience of that which is true/truth. Which you are asking about that "who conquers the mind". Short answer: The one who listens within yourself does.
