Most people start on this side, but you can start on the other side as well (making it an advantage to do so because it is less common). I constantly switch it up.

I'm still a rookie and i need work on top position. Can my arm go far around my opponent's waist after the whistle blows? i feel dominant that way but i was told by a friend it was prohibited and i assumed he meant before the whistle blows.

Yes, it can be done once the whistle blows, It's called a tight-waist.
