From our perspective, he is clearly saying a popular proverb in his mother tongue, which delicately create a pun and ingeniously leads to Italy and Greece fight about Rome. But different audiences definitely can have their own interpretation.

Slovenian here, I admit that about half of Slovenia is in the Balkans. The border is the river Sava located about 10 km south of my home (which is therefore 100% definitely not in the Balkans).

Para quem não entendeu porque a Grécia falou que os balcãs era bárbaros A muito tempo atrás na antiga Grécia (eu acho) os povos de outros países eram chamados de bárbaros porque eles eram de outros países já que eles achavam que eram o centro da Europa também no México eles chamavam os povos que não eram sedentários de "chichimecas" e também aqui no Brasil os tupis chamavam os portugueses de tapuias a obrigado se eu te ajudei nessa aula de história denada amigo;)

As a bosnian i can say it's true btw here is my option why i think rest of balkan didn't showed up:bosnia try rise his economy Montenegro is sleeping, Albania and North Macedonia are fighting again kosovo is hiding from serbia and romania is hanging out with Moldova.
