The whole department should....here is yet another example of how there's no such thing as a "good cop"....if there was a single "good cop" at that department, they would have done everything in their power to rectify this situation, force out the bad cops, leak the info to the media...anything!!! But thats not what happens, at the most the "good" cops will ignore and thereby enable the bad ones, and at worst they will actively protect them!!! How can anybody claim that "most cops are good" when ALL Cops literally do absolutely nothing about the bad cops right next to them?

When they went to book him the Intake officers said he needed to go to the hospital. Huge failure. That cop killed him. For no reason. He attempted to cover, saying he was trying to walk away but he was clearly walking towards the scene, not away from it. At the time he put hands on him. I hope he understands what he did. 😢 not just him tho. Everyone that interacted with him after the intake. He was clearly injured. Spooky behavior.

This made me physically sick. This man was severely mistreated. This entire PD needs to be in prison.

My dad was a Massachusetts State Trooper. I remember him saying that there's nothing worse than a small town cop with an ego. I hope these cops get sued individually, and removed from public service.

The "investigator" that found "no wrong-doing" should be charged as well. Clear cover-up, and corruption.

The cop sould, the jail attendant should and the person behind the jail cell arraignment area should be disciplined. He saw that the guy was acting funny, and chose to just let it go to get him OUT of the system so the city would not me be on the hook for their damages. The cops NEVER checked him for alcohol. He was technically operating a vehicle, and IF he was intoxicated that would have been DUI. They HAD the right and ability to do so regardless of the victims will to cooperate. The jail attendant should have insisted he get checked out and again Had the right to do so regardless of the victim's' refusal. He was in custody, and the victim showed CLEAR medical issues. the guy behind the grill knew something was wrong, the jail attendant KNEW AND POINTED OUT HE HAD HIT HIS HEAD!!!!! except HE had not hit his own head the cop had attacked him unreasonably. This entire thing is just another reason to never go to texas, even if just passing through. IT also shows that the cop wanted to write SOMEBODY up for the accident....and used the poor, old grouch as HIS victim. Edit: I responded quickly because what I saw was simply so egregious just impossible to take in ( even though I know it happens all too often in the US) I would totally agree with the below F grade for the police dept, and for the cop I would actually have considered manslaughter. Moreso with his history, but just on the actions in this ONE incident. I also think the family should hire an attorney to file a federal right violations suit. I would very much like to thank Prado for NOT whitewashing this, and trying to do the official line and cover it up. The Police chief and the jail personnel should be CHARGED. This was NOT in their line of duty, nor should qualified immunity apply to this at all. They ignored his rights to the point he died from neglect while in that cities care. I cannot comment on the city, because they do not seem to have reacted until WAY late in the process. I think their hiring of Prado was to put distance between them and the obvious criminal activity of the police THEY are responsible for. Anyway, It is all a sad thing. Sad that the cop is a vicious killer, and that he was allowed to find a new home after discipline in Houston AND that the chief in dickerson covered up a killer's actions. ( and if they want to say...but but but it was an accident and the cop did not mean it. PFFT the guy on the bike was HIT by a car on accident...the cop was deliberate)

I never understood the cop hate, but just got my first ticket in 7 years of driving to song young dumb crooks making shit up about my speed, etc. I always drive safe, always super alert, I know what I was doing. They had the balls to accuse me of being drunk and they kept pushing it shining those bright flashlights in my face at 2am. Honestly I'm a huge cop hater now. Just happened 2 days ago.

You can tell the guilty cop was already angry before the altercation and took it out on the elderly dude. We all have bad days but cops with authority over us should be trained in how to control their emotions.

I'm a retired cop and current full-time paramedic in Texas. When a paramedic is called to the scene, they become the on-scene commander. Considering the man's age and the nature of injury, (NOI), I would have done everything that I could do to get him to go to the hospital. These cops are a total insult to law enforcement and public servants.

The victim declined the FIRST offer for medical help, after the massive brain injury, I suspect a SECOND offer was never made. I think the cop lied and continued to pretend it was a simple DUI case, this explains why everyone else in the victim's chain-of-custody treated him as if they were just another DUI. This also protects the officer because less evidence would have been collected, there would be no blood draw and subsequent toxicology report, which could potentially prove the victim was sober. Charging the victim with a DUI not only ensured the rest of the department would look the other way (just another deadbeat DUI, who cares), it was the simplest, easiest, and least incriminating way the officer could cover everything up. It just took one lie, but that lie cost precious time for medical treatment and very likely caused the victim's death. Your thoughts?

The #1 thing that needs to be done to address the horrific nature of policing in general is that EVERY investigation into police actions has to done by an outside agency. That certainly wouldn't be perfect and remove all of the issues involved with police investigating themselves, but it would definitely help. It is laughable that LE entities conduct investigations into themselves/their own members. Absurd. It is like asking someone's mom if the someone should go to jail for X. Perhaps worse, as not only are they protecting their buddies, but they are trying to shield the department/governmental entity that employs them from civil/monetary liability.

What is deeply concerning is not just that a tyrant cop gets to allow his ego supersede a citizen's rights is how virtually the entire police department conspired to cover this incident up. Are there no good cops in Dickenson, Tx?

Amazing how a cop could come upon two citizens having a cordial, helpful interaction, then in under a minute proceed to curse at them and treat them like criminals.

The edge of the sidewalk where it meets the road is called a kerb. Curb is a verb which means to curtail something, for instance "curb your temper."

As a firefighter who works with the police almost everyday, I'm bewildered by this. How this could happen? And the fact that a cop essentially murdered this guy with no consequences is beyond words.

I think this is the most saddest and truth brutal treatment of any innocent poor man I have encountered. Well done to those investigators for highlighting the truth behind this poor man’s death. No person deserves to be treated like that - its makes me angry! My condolences to that man’s family.

This whole situation is upsetting to a high degree. It broke my heart to see this man treated so barbarically. His family better get paid BIG for this awful act. He most definitely deserves justice. And that cop needs to be in prison for MURDER

His name is Michael Anthony Kinsley 07.08.1985. A Galveston County Grand Jury indicted him in February. He makes me sick.

Nobody talked about the initial collision he had with the car. We don't know if he hit his head on the car or roadway, if so may have already had trauma before the cop body slammed him into the ground, striking his head, again. It just makes me sick to realize there are people like that in the world....Callous & Stupid - these may be the two most dangerous qualities for a human being to have.

It is terrifying that no one at any point along the chain insisted that he get medical care. There are many incidents of people having severe injuries including literally being shot in the head!, without anyone noticing because no one checked.

This is heartbreaking,why would you treat another human being like trash.Shame on them.

Zero reason for the cop to get hostile at the victim. Even worse? How the police staff treated the old man and refused to give him any medical treatment. Just said he’s drunk with no evidence!!

Asking the Internal Affairs Division of the P.D.s to investigate any police officer incident, is like asking the killer's accomplice to investigate the crime. All these faceless protocols that subject the public to impune police brutality show the same tarnished and distorted behavior even in our international affairs with the international community.

Thank you for sharing this one, i had wondered what happened. I hope the family sues, it won't bring him back, but more accountability needs to happen in this case.

This one, like many, make my blood boil. I went to college and got a degree in criminal justice and was a cop for a couple years but I started showing signs of intelligence and was a threat to their corrupt club. It’s concerning that for everyone one of these cases there are 10 or 20 that completely get swept under the rug.

Unbelievable how this good man was treated. I'd be so damned PISSED.

Poor Mr. Scurlock. He gets hit by a pickup truck; that driver stops, apologizes, makes sure he's ok, and helps him fix his bike. Mr Scurlock forgives him and said it was just an accident. The driver leaves and the cops never even speak to him BUT they want to abuse Scurlock? Un-freaking-believable!!!

I hope he gets some heavy prison time, not just 1, 2, or 3 years. If I were the judge, I would have no problem giving him 20 years without any parole. This isn't someone who went into policing to help people. This is someone who could care less about the public and he gets off on abusing people.

@@bbennyj The max sentence for what they actually charged him with is 2 years and 10k in fines. IF convicted, they will either get probation or the easiest and shortest sentence possible. Fun fact, if they spend less than 1 year in prison, they keep their right to own a gun and the right to vote, even though they should have neither and should serve far more time. Yay justice.....not.

As an emergency responder of over 20 years, the things I have seen in EMS, nursing homes, hospitals, and Law Enforcement, would keep you awake at night. It is important for citizens to learn everything they can to take care of themselves and their loved ones. There's a world of information that you can learn for free. As much as I learned from years of college, Criminal Justice, EMT, Firefighting, Hazmat (operations level), and many other required fields the government requires me to have for my position, I learned much more outside of the classroom. I honestly try to warn people as much as I can about the importance of educating themselves as much as possible. Replace a TV show, especially reality bs, with a book. Look for CPR classes that you can take locally. Anything is better than not being prepared for all of the things that life can throw at you.
