Check carefull if they provided all same size rods for high chair then return. hope video helped

Press the silver bottons on legs from chain holes. and pull legs out.

Don't apply force, the plastic may break. There are 8 screws at the bottom of the chairs. Open them with screwdriver and then you will be able to remove the wrongly inserted belt.

Can we adjust the foot rest?

yes. legs also you can shorten half and you can remove fully and play on wheels .
