If anyone wants lemon juice for their Ineffable cuts, he says "I forgive you" not to hurt Crowley, but to say that Crowley hurt him with that (accidentally or not) manipulative kiss. If Crowley had kept opening up, maybe about how he fell, I think Aziraphale maybe wouldn't have left.
