While stringer was the brains of the business, this scene exemplifies why Avon is the leader of the gang. Trying to be as covert as possible, he makes a phone call using the outside payphones in order to keep a low profile - he is in hiding for the majority of the time in the show - getting escorted with muscle everywhere he went. When Bey rolls up, you can see the neurons firing in his skull, instantly making the connection that this is a set up - Omar exploited a vulnerability in the communication system within the gang and Avon realized this right away.
