This speech would have developed his character and completely flipped the plot of Avatar turning the Navi from the noble savage into the pathetic, floundering natives of a static culture. And all of their defenders from heroes into fools.

Man had always assumed that he was more intelligent than the Na'vi because he had achieved so much - the wheel, New York, WMDs and so on - while all the Na'vi had ever done was muck about in their forests having a good time. But conversely, the Na'vi had always believed that they were far more intelligent than man - for precisely the same reasons.

Having Quaritch say this is next level, I love AI. Also, based.
If any animal could do what humans do, they would. Dominating the ecosystem is every species' DREAM. Even chimps, our closest genetic relatives, have the capacity for cruelty, tool use, and war. It is only our philosophy and morality that keeps us in check, and that's what sets us apart.

Except the argument here is that scaling up those basic animal instincts indefinitely and unconditionally, while treating our philosophy and morality as simply self-validating extensions of it, is the "special spark" of a TRUUUUUE civilization. On the one hand a naked appeal to nature and rejection of societal evolution (in this case to something post-imperialism/post-consumerism), and on the other an appeal to some ascended nature defined by whatever it is we do that other animals don't.

people who say that quaritch is a bad villain or whatever are looking to deep. he doesn’t need trauma, he’s just a hateful man. and in atwow, when (old) quaritch tells him that his target is jake sully, he thinks nothing of it and just continues with this thought all the way through. when he says that they will watch their sun die out and their world burn is just full of hatred that we never got in the original theatrical release. kinda makes his motives more clear, he doesn’t care about anything , anyone, he just wants the resources and to leave, no matter the lives cost. i wonder if in future avatar movies quaritch will maybe realize that he didn’t think too hard about why his target was jake and will maybe just go back to his resource/habitat motive haha
