Did you ever figure out how. Did you have to change the wn.env file? Or add a custom lisp script?

There are several libraries that are provided out of the box with AutoCAD Electrical. Examples are NFPA, Hydraulic, Pneumatic, P&ID, IEC and several more. There is no specific library for Substation Design. If you can’t find what you are looking for, then we encourage everyone to create their own symbols. Keep in mind the AutoCAD Electrical symbols are still AutoCAD Blocks. All users typically create their own custom library. No matter how many symbols are provided out of the box there are always instances where you have to create your own.
