Not to trivialize the topic, but the chief can still go ahead and do some fundraising that can be used to build a Learning Centre in the community. A place where people can read books, use educational toys, get to use the computer, watch 'mind-opening' documentaries (projector-style), etc. Everything should be on borrow-use-return same sitting basis.

ENTERPRISE INSURANCE should step in and complete the project in a form of CSR just like they help complete Bishop Mix school.

When will Ghanaian stop doing foolish political talk? It's a public school. Did the MP use his personal money? No, it was the assembly's money. U talk to the assembly & tell them whatever they are using the money they get on, they should pause & finish the school project. If that request is reasonable they'll do it, otherwise they'll explain why they can't. Gov can't hand over a public property to u & if he really wanted to do something he'll just ask for permission & just do it
