Not sure, but I think it's just to keep it clean and smooth for the person

I would say because all of these shaves are more than one day’s growth and you need a well-maintained, sharp blade to do a thorough shave without any nicks.

When he strokes it on his hand it is essentially "stropping" it helps re aligne the metal that form the cutting edge. If you took a cross section of the blade it would look a little like "v" at the start and after a few uses on a microscopic level it sort of forms a "w" his "sharpening/stropping moves it back to a v so it doesn't miss any hairs and cuts evenly.
