It might or not be a different one, the Johto seasons established they reproduce (contrary to game canon). I like to think, if time is allowed to pass in the show despite Ash not aging, that this Lugia is the baby from the Whirl Islands eager to show him how strong it has gotten.

Yeah, sure but this is not the ash that only travelled 3 regions and lose all the respective league This is the world champion strongest trainer in their pokemon world That pikachu should be now equal to that lugia/Hoho... Cuz how many battle experience it had by right now... Also what happened to that destructive 100000 volts he performed against that charizard and its endurance in final world championship battle...With all the stats it had it should keep up with a legendary pokemon Iam saying i don't mind ash caught that legend but atleast he should give a vigorous battle against that Lugia
