    How typical that the higher ranks that gave this program the go ahead are not even investigated, but the soldiers that were told to participate in this program get in trouble. The complete lack of accountability at the higher ranks is ridiculous.

    Army Problem Solving: 1. Define Problem. 2. Can mass punishment be assigned? 2.1 If yes, apply mass punishment to keep punishment at the lowest level; problem solved. 2.2 If no, redefine problem. 3. Repeat from step 1 as necessary.

    Those generals will be asked to "retire" and they will get a half mil a year job at Lockheed or some DOD contractor job. There won't be any real consequences

    As a former Navy Enlisted Production recruiter, and Army National Guard Officer, just whose great idea was this? The Army needs to clear this up ASAP and clear these soldiers' names, but as always I will not hold my breath waiting for leadership to just "Do the right thing"! Somedays, I miss Active Duty. But I do not miss the political BS that went with it.

    I was enlisted in the military and got out to the civilian workforce in that same branch. To see it all on the other side of the fence adds a good perspective. I, too, miss being enlisted and the camaraderie but watching it all steadily decay from my point of view, is just astounding

    The military is great sometimes. Minus the politics of it of course. The politics of the military suck every bit of enjoyment to be had from the military. After a certain point it becomes about whose ass you can kiss and who do you have to screw over to make yourself look better. Sometimes I miss the Army but then I remember all the times me or someone else I knew got screwed over due to no fault of their own. Then I remember mass punishments of getting called in on the weekend for a battalion formation because someone got a DUI just so the battalion commander and sergeant major can chew us all out. I served with some toxic units before. Honestly I would never recommend military service nowadays unless you are in real bad poverty and even then I would suggest seeing if there are any scholarships or grants first. The pay and benefits just aren't worth it in the long run.

    @@bideni408 Political BS means the same as it does in any civilian job. You know the dumb ass bosses, rules, and favoritism that make life generally suck in any job. It is just the Armed forces have their own particular brand of political suck because you can't just quit as you can in civilian jobs. And sometimes you can't protect your troops from the stupidity of your superiors try as you might.

    @@bideni408 I served under both democrats and republican presidents makes no difference honestly to the soldier serving who sits in the White House. By politics I meant the politics of the military itself. Not the bullshit stuff that goes on in Washington. The type of politics I'm talking about is and always has been a part of the military itself for as long as anyone can remember. Talk to a Vietnam vet and they will tell you about the same shit happening back then as well. The VA as well.

    I remember in 2012 I was interviewed and questioned by CID and asked if I had ever been charged or convicted of a felony? My response was: How in the “F” could I possibly be an E-8 with a felony in my records?? And we were still years away the 2020…

    Because a worthless Batchelor degree makes you an officer. Perhaps they should only pull from enlisted tanks to fill the officer ranks. If they feel they need an education then send them to college while they have already served at least 2 years active duty.

    Services have always been different. I grew up with WWII vets like my father when they were still in the workforce, Korea vets and SEA vets. I never met one who recommended the Army. In my USAF career I never saw reason to regret my choice. Even before it was a separate service the AF got the higher IQ recruits.

    By the time my son had spent 7 years in the military, he was completely soured. He went from al in to disgusted. At least he says he went to a real boot camp. Now it's patty cake.

    I use to think the “ resiliency “ crap the army shoved down our throats was for like tough times in the field, deployment, combat, and just in general tough times due to the hardships of the job which I expected…..but one day I realized it is meant for the back stabbing leadership an undermining from your own side…. the day I realized that is the day the light bulb turned on and I decided to ETS

    I separated after 8 years active duty in 2005. Even though I put on E-6 by my seventh year, I bailed on what could have been a career in the USN. The higher I climbed in rank, the more I didn't want anything to with fellow and above leadership. Only out for themselves and turn their backs on their subordinates to take the blame for their own practices. Most who end up putting on chief, completely change in character and I watched many try to put on a tough persona that certainly didn't exist before they put that anchor on.

    In 2005 while finishing my first deployment to Baghdad (1st CAV) I got orders to got to recruiting school. It also stipulated that I would have to extend my current enlistment contract to fulfill my time with recruiting. I refused to do it and signed a Declination of Continued Service (DEC) statement, that infuriated the Army. I knew recruiting was shady and crooked. Recruiters are famous for getting into enormous amount of trouble and being completely unscrupulous. After signing my DEC statement, I was immediately given Stop Loss orders that involuntarily extended my enlistment 2 years. I was sent on another 15-month deployment to Iraq where I was eventually wounded. In the end I would do it all again. I have no qualms with firing at enemy combatants, but I do with signing up high school kids into something I know they wouldn't enjoy or be able to handle and might ruin their life. This GRAP program sounds like the biggest fuck your buddy pyramid scam the Army has though of yet. Maybe it's Karma these GRAP participants are getting screwed over by the Army because they already screwed a few people over themselves.

    The problem seems to be checks and balances in the system weren't devised. There was some fraud, which always happens when easy money is involved. However allowing an inept unit like Army CID to input a person's name into NCIC is totally irresponsible. It's a nationwide database that can impact a person's life for a lifetime. Everyone knows that they are "Barney Fifes" of the US Army.

    I always believed that service branches shouldn’t be trusted to investigate themselves. In this case, the DOD should task Air Force OSI or Navy NCIS to investigate Army CID

    What many have said for yrs. A non DOD agency to investigate wrong doings in the Military. ( ie ) military sexual abuse / assaults and other crimes that often get the "white wash" . It will never happen here, however ,many of the Commonwealth countries of the British Empire do have.

    I know exactly what happened. Something similar happened in Army Recruiting in 2016-2019 with the OPAT program for new recruits. It was an MOS specific physical fitness test new recruits would have to take to be able to serve in their chosen MOS. This new test was the idea of USARECS new incoming general who wanted to create something for his OER. Well, the program failed because they were sending all these recruits to MOSs that they could not physically do which resulted in MOS reclassification, more money being spent on troop movements, or chaptering them out altogether. This infuriated drill instructor’s because they now had to deal with it and their frustration became their leadership’s frustration. Before the General who created this program took the hit, HE DEVELOPED a task force to criminally investigate ALLLLL the recruiters who gave those recruits those OPATs and they were finding any little thing done wrong during the test to blame the recruiters for instance if they didn’t demonstrate the OPAT tests to the T before having the recruit perform them, they would use that as evidence to put the blame on the recruiter. Thousands of recruiters were barred from reenlisting after this So the same thing happened here with the GRAP, these generals hurry up and find a criminal/fault man to pin their failed programs on so they can save their careers

    I remember getting 2 weeks extra duty for something I didn’t do and when the jag officer on my case said I was innocent but he couldn’t do anything bc they claimed “disrespecting an officer” went awol came back before a month did 45 days of extra duty took a general discharge and never looked back

    There is another program that a few years ago created a huge scandal, soldiers were receiving large deployment bonuses up front to get volunteers to deploy but the deployments had a fixed deployment in country not counting travel time but both in Iraq & AFG depending what time you were there the military had numerous rapid draw downs so a lot of troops received deployment bonuses but then forces were drawn down and years later the military came after thousands of troops demanding their deployment bonuses back the vast majority them had already gotten out and were civilians.

    Force professionals have three functions: 1--use force under another's orders 2--be a bullet magnet, trouble has to go through the force professional 3--take the blame for any failures "We have some senior people who committed recruiting fraud." "No problem--round up a few thousand scapegoats and the seniors will escape accountability, as always." It's how the game is played. Heads, they win, tails and the little people get screwed.

    I was prior service and went back in to the NG when this program started. My Bro (whom I worked with once upon a time) brought me back in. Years after the fact I was called by a JAG that wanted to grill me. I had to remind him that I was no longer a solider and that he needed to calm down. Anyhow, I told him it was legit and his next move was to F**k-off. Nothing ever came of it, but my Bro was guilty (in the JAG's head) right from the start........................

    Not a military experience but dealt with government investigators and they the most biased, partial ppl I’ve ever met. I also have to do investigations in my job and one core principle of a proper investigation is to act objectively without bias and go where the information leads me rather than some preconceived notion of what I think happened before I get all sides.

    Back in 2017 I walked through a gate at Camp Casey South Korea and was randomly stoped for alcohol testing. I blow and it came back .02 so they take me to the MP station to use the official machine for record. One of the MP’s even questioned their partner because the first time was so low. I blew again and it was .00 and i was released to my unit. We’ll at some point it was recorded at PMO and titled “SM engaged in unlawful use of a substance” I had no idea until it came back when I tried to buy a firearm a few years later.

    If you want to use military as a stepping stone, join a technical MOS/NEC/Designator. Things that will highlight your resume, things that will give you a TS/SCI, things that will get you familiar with the equipment/field of work that you intended to pursue once your contract had ended. Bonus: don't get married and don't have kids while in.

    The army taught me that there are no failures in followership, just leadership. And this is a complete failure on the very top level of leadership with this situation. It's wrong. They must know it, and account for it.

    I was a Army recruiter and station commander from 2001-2009. The first year after 9/11 wasn’t too bad because the perception was that the wars in Iraq and Afghanistan would be similar to Operation desert shield/storm, meaning you would serve your country and come back shortly after completing your mission. After about a year when the public realized this wasn’t a desert shield/storm type scenario recruiting quickly tanked. The response from the Army was to reduce certain enlistment standards, increase recruitment funding, and initiate various recruiting programs such as G-RAP, corporal recruiting program, retread program, and a host of others. It was not a fun time to be a recruiter but overall we accomplished the mission.

    I was in the Guard at the time but declined to participate. Glad I did not. A young man I knew who joined the Guard at the time told me that he was interviewed by CID and was asked if he knew several names mentioned by the investigator. When the soldier asked "Why" he was told: "These are all the people who claimed to have recruited you..."

    I joined back in 2009. did "hometown recruiting" program after graduating from Basic training and Airborne School at Benning. basically went around with my recruiter passing around pamphlets and talking to randos at the strip mall. got paid $1,500. hopefully I don't get caught up in any of this bullshit.

    I was in the Texas Army National Guard from 08-22. I volunteered for GRAP, while I submitted two people, they didnt join. Never saw a dime of any bonuses. I wonder if my name is caught up in this.

    This cannot go unnoticed or unresolved. The CID personnel and leadership need to be held accountable. Is this something we can contact our political reps about to investigate and take action? The real criminals and incompetents need to face justice and reprimand.

If you think people join mostly due to finance benefits, you are mistake. Young kids don't have much idea about finance, but they are eager to seek action. Whether that mentality is right or wrong is irrelevant.

    I am so glad I got out of the Air Force after my first term. The military has absolute power and authority over your life and career. Any person of a higher rank can end your career and whole life. The day I got out, I was processed with 6 Captains who were being put out for not making Major. They served an average of 12 years. I was the only one with a smile being processed.

    Went thru a road block for dui with an officer who was drunk and smoking dope, half gallon opened on the back seat and shot gun laying on the seat. He didn't even get out the car. I was following in a van full of drunk people and dope smoke rolling out the windows. Moments earlier recruit was in the ditch driving 100 mph shooting at deer. We were heading to a concert and went through no problems because of his ID. I didn't even have to stop and show mine. Military and law enforcement is two different animals. My friend failed every drug test they gave him but he was killing people in Iraq so it didn't matter. Honorable discharge. Now he's a divorced drug addict and drunk.

    @@emperorpalpatine1469 ok. My friend was playing drums at a club on Hilton head island S.C. My friends and I were on our way to see them from another part of the state. We were smoking and drinking , but since I wasn't really drinking I was driving a big van full of heavy metal fans. My wife's brother was driving his little Toyota Celica while home on leave from the air force. He was always drinking captain Morgan. He was a nut. Swerving into the ditch at 80 to 100 mph shooting at deer with his bottled friend and service weapon on the back seat. Around a few more curves we run into a licence check with 5 to ten cop cars and trucks. We all freak because we're literally smoking a blunt and have open containers everywhere. He pulls up first , talks to them and the next thing I know we're on our way to the concert. I tell you I never talked to cops. They just waved me through with the flashlights. The really exciting stuff happened at the concert. I'll post another comment because my low data might not let a bigger one go thru.

    @@emperorpalpatine1469 there was three cars total going to this club .we get to the giant bar and a trash metal band is finishing up with some pantera like stuff and my friends are about to set up. An hour or so later me and a friend pop out to his car to enjoy some smoke and air. At this time I observe a big man looking down on us from a huge widow in an apartment across from the club. It makes me paranoid and I say it's the cops. Then my friends sister the one inside playing drums comes out the bar get to g sick from drinking. She lays across the back seats with the doors open and the car probably spinning. Suddenly black trucks come into the parking lot and its the law. Swat team like. They had observed us from the windows I mentioned smoking a bowl and here they come. My friend sits on his pipe burning his ass and I stick his bag of weed in an empty flash light. He goes to jail for paraphernalia. I on the other hand am free to go back inside. The band has quit playing at this point because of all the ruckus and the parking lot is filled with cops in tactical gear and head bangers looking like you know. Back inside I spend the rest of the evening cussing at undercover cops across the bar for locking up my friend. After getting back home winch I drove my friends car a Chevy barreta I passed out. Its now 7 or 9 in the morning as the drive to or from was a few hours. My wife goes with my our friends mom to get him out of jail. One he'll of a night and one great rock show. I had no idea that this show was so heavily watched by law enforcement because as I said they were across the street waiting to roll and undercover inside the club. That was an eye opener.     We need to put this in a military context. Whoever authorized this program, if no fraud is on the individual's actions (investigated, charged and proven by courts martial or confession to a court, listing these military or former military), falsely reporting the individual's as charged, is actually a crime. Correct, this is a due process violation and an indication military officers have a lack of balls in accepting responsibility for a bad recruiting program. If the person who authorized the program has "General " in their title, even if they are retired can be called to court martial. RHIP has attached to it "Rank has its Responsibility." As to the individual's, take on the army in court, class action, as a DUE PROCESS action and tell the army to PROVE they were charged or FIX the problem. Sad.

    I always looked up to the US military when I was young but having to do mandatory military service, I always wondered if it was the same where, higher ups covered each other but if they need someone to be a scape goat that is a regular guy, the guy would be left out to dry. It is extremely tragic this stuff happens, I would not be surprised in many branches across many nations

    Leadership was told to push their Unit personnel to submit names and contact info for people to sign up. At least 1 contact per SM in unit per month. (30 SMs in unit, 30 Contacts per month)

    It's become a force of brave, loyal Soldiers, Sailors, Airmen, Marines, Coastguardsman, and Guardians, a representation of our society, just as it was in the 1980s. Many of whom have been deployed once or numerous times to our last 20 year war. Yes, I have first hand experience.

Met or exceeded my cutting scores multiple times but failed to advance while some shit bag who had multiple njps but knew the CO personally outside of work got advanced twice. Yeah right... The institutions are just bullshit nepotism filled cesspools. This is what you get when unqualified individuals are promoted or appointed to positions they clearly are not able to handle, but will bullshit their way through and hurt not only the reputation of the unit but of the service...

    I had two buddies, one got credit for recruiting the other, and the other got credit for recruiting me... And I was the only one of the three of us that deployed. 🤷 I got the shit end of that stick.

    After taken part in civil air patrol during high school I can tell that the military wasn't for me.. There was a lot of things I loved about possibly being in the military, I love my country but seeing the bureaucracy, red tape, crap like this showing up. makes me feel like I dodged a bullet of sorts. This is so unfair to these veterans some of whom seen combat. Just a disgrace what our political system had become.

    I am currently in the PA Guard and my commander and first sergeant use this program to get some extra money. I sent of the Fox video and they looked up their names to ensure they didn’t make the list. They told me they didn’t but they are definitely going to keep an eye out.

    we had rap duty(recruiter assistance program) when i was in. it wasn't anything like this though. you got an extra 30 days leave with pay and thats about it. generally, or completly after you graduate basic, you go home for leave then go to your local recruiter and become his assistant for 30 days. then you go on to your next duty station. no money other than base pay was ever even a wet dream then.

    Boy am I glad that my recruiter/s stiffed me out of my grap when I got people to enlist from the VTANG in 2008. The recruiter never put me in for my 2k rather took all the credit for it himself.

    That 400k "recouped" was not a recoupment. The amount lost in recruiting, training, retaining, etc.. all of these troops is FAR more significant. Even those promotion issues, lead to retention issues that cause a massive loss. Further the loss of income and tax "revenue" could also be significant. This is a case of the government cutting off their own nose all to cover for an unexpected successful program and morons for "leaders." Sad that some idiots only understand $ from the past and are incapable of looking forward. The scary part is there area probably guys out there that don't know this is why they aren't getting promoted, why background checks have issues, etc..

    sht used to roll up hill i had a prc77 bat explode in my wall locker back in 92 they came for me 1st then my platoon sgt then my lt then my co and 1st sgt then up to battalion then ended at brigade. i was asked by our brigade commander why i had the battery in my locker told him i was following orders and so it went up the chain turns out our former brigade co wanted sht stored on hand so we wouldn't have to find it if we needed it. makes sense till our new brigade commander found out what was in our conex's in the motor pool which was enough small arms and 25mm ammo for our bradleys to be fully combat loaded. not to mention tow and dragon missles . that was an interesting time. at least he found out why we had a motorpool guard all the time.

    Things like this are why I have looked into options for an early release from my contract. I have been having nothing but issues even getting paid correctly at this point and spend most of my reserve drills trying to ensure my Soldiers are getting taken care of.

    This happens on a daily basis. Chaptering Soldiers before they even have a trial. Fort hood for example. Not just hood, but all bases. The garrison Commander puts out a zero tolerance policy on DUIs and other incidents. When a Soldier gets a so called DUI off base, then they have a court case. But the unit is forced to find the Soldier guilty right off and start Chapter papers without a judgement. Fort Hood is bad about this.

    honestly the huge problem in the current military is higher officials not taking responsibility for there actions at a point in time. After the rank of captain alot of them tend to be more politically motivated and to remain having a "clean" record for future positions outside of the military. It happens in the marine corp sadly

    I went recruiting in 2009 and at that time they were just getting rid of that program. But some of the recruiters were doing some shady shit to get people in the army. I was a recruiter from 2009-2012 and the program was non existent then. Not sure why they say it went away in 2012 when it was gone while I was out there.

    Yea I remember the GRAP program when I joined in 2007 and went back to my recruiting station for 2 weeks after graduating AIT in 2008 for the Home Town Recruiting Program. Supposedly for every person we got to come into the recruiting station and contracted we would get $1k and another $1k after they graduated. Good thing I was lousy at recruiting! 😂

    Because it was still active until then. They didn't end it in SC until 2011 or 2012. I got in through a buddy in 2010 and he got G RAP money for it. We grew apart and I haven't talked to him in a few years. I need to hit him up and see if he knows anything about it.

    @@ryanburns3921 I was an Active duty recruiter then lol. We had 2 reserve recruiters in our station and they said the program was no more. It was at the same time they got rid of the recruiter points program too. So you could no longer get points towards your gold badge, ring or medallion. Maybe our Battalion shut it down early but yeah the reserve recruiters said it didn’t exist. If I’m not mistaken at the time the Active Duty version was called the SMART program.

    @@gonzalomanriquezjr864 Possibly. It may have varied from state to state since it was a Guard based program. They also had Skills for Stripes for recruits. If you were in RSP you could get promoted up to E3 for various tasks (passing PT test, learning ranks, soldier's creed, etc.) I don't think they had GRAP when I got back from basic in 2011 though. They didn't mention it anymore. And they definitely didn't have it when I went to work for my recruiter as an assistant in 2012-2013. They tried to get me to submit a packet and become a recruiter, but I didn't want to be anywhere near that mess. Soldiers bitch about how easy recruiters have it, but they have no idea how bad it can suck. Lol Some recruiters loved it, but I'm not enough of a people person for that.

    In 2012, six months after I retired, I got a call from CID. The agent ask about my last re-up before retirement. Ask me if I keep in touch with the soldier I recruited. I ask what soldier. She said his name and I told her I didn't know what she was talking about. She emailed me a form showg my "signature " on it. Soon as I saw it I started laughing. Who ever forged it did a shitty job. I sent her my DL, passport and the signature page of my mortgage. A couple weeks later she called again and ask who did the paperwork on my last enlistment. Evidently, three recruiters were getting kick backs. In the process of that investigation they stumbled on the fact that certain soldiers were using supply as their own personal Costco. One soldiers house looked like a Costco when they searched it. One captian was relieved when he and two sergeants were caught spiking UAs to " weed out the soldiers they didn't like ". I was told only one other unit in the NG network was worse.

    Nothing is their responsibility.....look at all the discussion about why they failed to meet the fiscal year mission. They deny that there is any impact based on the policies being implemented by individuals that are not the best qualified for the positions. There is a lack of leadership in the Army which is why there is no confidence in the ability to win any foreseeable conflicts.🤷‍♂

    Amazing. I’m not surprised this is happening to some of our soldiers. This is disturbing. I’m wondering if this is another reason why the military is having trouble in recruitment. There are so many examples.
