For american high American High School Diploma/ High School Diploma with AP, does it mean you need a high school diploma to apply ???

Yes you need high school diploma or in the process of getting a diploma to apply
I studied in a school where English was first language. During the eligibility, I read if I studied from a school having it's first language English, I don't need to give any Language Proficiency Exam. Can I skip that part ?

It really depends on where that school is from. I would check the English language exemption criteria and see if you meet the requirements. They will be pretty specific

Yes you can apply without AP exam, but having one will increase your chances
