do you wait for other layer to dry before rewetting & adding a new layer or you add new layer while the previous layer is still wet? ty.

The previous layer of watercolour must be dry, otherwise you will get dirty streaks. And if the paper is of poor quality, smudges will appear even on the dry layer.
