Hi there yes you can through the DSTV Stream App, if you’re in South Africa.
Do you think it’s wise to get a bigger non smart TV and then get the Apple TV?

Yes you can do that, once you have an Apple TV, you’ll hardly use the smart TV part of a smart TV. Just make sure your TV has 4K display and HDMI slot.
