The last nut is a self-locking nut, doesn't need a lock washer. The lock washer should have been put between the first nut and flat washer.

The one on my motorcycle carrier is a bit different but it keeps my XT from moving all over the place.

In Russia , you can 't just put a coupling device on a car . To put a towbar , it is necessary to register it with the state traffic police . This is a complicated procedure and it costs 150 - 170 $ . And what about this in Canada ?
