Yes, but he is kind of deliberate about it, does not sounds natural, feel like he think too much about his accent and vocabulary, regardless who is listening he is just boasting his language (not in this video which is interviewed by an native speaker) but in general.

The place someone is born actually does not matter, but what he did to the country as a srilankan and how he live as a srilankan does. (No one can decide the birthplace it is just a mere coincidence) Im living in just a 50 meters away from his house in kandy and went to same school as him but dont feel any thing special about it, it is just a coincidence.🤷🤷
