Hello! Good question. FPGMA has been re-elected (and was allowed to run in 2004 for the presidency) since Article 7 Section 4 states that: "... No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time." She succeeded Erap in 2001 and has served the unexpired term of the latter (which is less than 4 years since the term is set to expire in 2004). If Gloria had succeeded Erap around 1998-2000, she wouldn't have had the opportunity to run again in 2004. I was not able to put that on the video so thank you very much for this question!
