i like how in this, the tiniest area if it gets a turn can win against the biggest empire if they get there turn.

An idea for the provinces that get a lot of places is a weighted wheel, so that provinces that do nothing have a less likely chance of beating the province that has taken over 5 different nations, because the provinces that attacked the most probably will be stronger.

Hey uhh, simulated it’s called Antigua and Barbuda for a reason. That map was just the island of Antigua, Barbuda is a separate island but still a province of Antigua and Barbuda, so that was technically unfair to Barbuda.
