Hi! PR subtends angle 70° at Q. PR should make 70° with the tangent MPT at point P. i.e. angles in alternate segments are equal. I hope this explanation helped. Please confirm and let me know where you don't understand.

Hi! It will only be 90° if it passes through the centre of the circle. But the line PR doesn't pass through the centre. I hope this helped.🙏
