It’s fascinating how pre Turkic cultures of Central Asia such as the Andronovo, Scythian/Saka and others influenced and had their traditions carried on by the Turkic groups that migrated into the region. This have never been a pyramid, there's hundreds of burial squares like this in the region known for It's straight stones and this particular one uses more squares in-boxed one to others, and the picture we have is a modern rebuilt, falsely showing clear steps.
