From what I've heard, MSBOA Class C/ D are Grades 1 - 2 at Hal Leonard (and subsequently Alfred Publishing and APC), whereas Class B is High 2 - Low 3, A is High 3 - Low 4, and AA is High 4 - 5. So you are right, this arrangement of America would be considered a B to A-Level piece.
