Before squander money away on unknow foreign countries and unknow foreign peoples, there are a lot of important and "unseen" infra structures needed to be built or updated for China and Chinese people. Like deepening all lakes and rivers, build flood basins, flood channels, reinforcing dikes, riverbanks. Clear all deposit in the rivers ( I saw huge deposit at (Chong Qing) YoungZi river. There are a lot of projects all over China NEED to be done "quickly". Those are big money projects without glory .

Why not build a earth barrier that is several feet wide and about 10 feet in height ALONG the river bank with a shoulder of 50 feet for cars to monitor the river. This barrier will prevent any flooding into the city or town. China has had built amazing infrastructures around the world - what is several feet wide and 10 feet high EARTH BARRIER means to China ??

If you look carefully, the dyke is actually wide enough for cars to drive on, and extends several metres on the landward side. No matter how wide it is, if there's a weakness, there can be a breach. Issue is maintenance. Looks like there was one spot someone missed.
