Actually, the crested reaper would've been a smaller, weaker, but faster and more agility leviathan

You forgot the void optic leviathan

The scaling doesn't make a lot of sense to me How does a Reefback scale so high, most of the passive Leviathans have no way of fighting or anything that indicates them having a high power scaling.

Though Reefback passive in the game, there is proofs that Reefback is a strong creature. The player cannot hit him with any weapons. He also survives in an environment where there are many dangerous leviathans.

How the hell does a harmless reefback have more power than a squid shark

Reefback is bigger and have strong shell, squidshark cant do anything to him
