Get reset and any battery problems

I was put a screen time limit on my phone but when my mom went to take it off for me she forgot the password and I got a new phone and I wanted to sync everything on my old phone to my new phone but the dumb time limit is now on my new phone. I cant get get into my Apple ID information bc i think it has something to do with the time limit restrictions. Ok so my issue is for some reason my iPhone is filling up the storage with something called “Other”! It’s not explaining what this is & I never had this problem before. Can you explain what this is please? & would a network reset help this?
