The world's modern timeline system was invented in Britain which is why the line of longitude at 0 runs through Britain. It is in fact in Greenwich, London, and is known as the Greenwich meridian at the Greenwich observatory. All world clocks are set by this time and the time was kept by a clock built a couple of hundred years ago that was still in use until the last century when it was superseded by a more modern and accurate one.

In terms of the Peru and bear thing, we had a children's programme called Paddington bear, he came from darkest Peru. Paddington was found at Paddington station in London and named after the station. He lived with a family in Windsor gardens in London. Recently there have been two films and an audience with Her Late Majesty at the platinum jubilee celebrations. The line of longitude was set by an international congress including a young United States. It was decided that the line passes through Greenwich, funnily enough where I was born, the 0 line is also referred to as the Greenwich meridian, and all time is marked from the meridian. GMT or Greenwich mean time is the standard which all the clocks are set to.

Time is kept by a series of atomic clocks that measure the vibrations of Caesium-133 atoms, positioned all over the world. GMT comes from the colonisation era, when navigating the oceans became crucial and you need a clock which is reliable at sea.. This was invented in Britain, hence the location of GMT. Greenwich has an observatory, which did the calculations.

The Joke about the Bear, references "Paddington Bear" to all those that don't know who paddington bear is, The friendly spectacled bear from "darkest Peru" - with his old hat, battered suitcase, duffel coat and love of marmalade - has become a classic character from British children's literature. An anthropomorphised bear, Paddington is always polite - addressing people as "Mr", "Mrs" and "Miss" but rarely by first names - and kindhearted, though he inflicts hard stares on those who incur his disapproval. He has an endless capacity for innocently getting into trouble, but he is known to "try so hard to get things right". He was discovered in London Paddington station

1:09 GMT means the 0 point runs through London borough of Greenwich. This means the UK is 0 and every longitude has a + to the east of that line and every longitude east has a - hours. So the UK is placed on world maps as the center 0. If your in France its +1 hour difference in local time from the 0 location. Finland is +2 head. Dallas is - 6 behind. Google: World Time Zones Map. You'll see the point.
