I think its biggest error is falling into a fairly solid but repetitive gameplay loop with nothing that really mixes it up all that much. The game try's to throw "a spanner in the works" every now and then so to speak but they unfortunately feel like the same problem as before (ratio of patients vs capacity to treat them) just skinned differently - full thoughts will follow when I am done with the full playthrough.
