I can't discern if 56k is just a piece that was built on top of a sample or not, the fact that it cuts off abruptly at 15 seconds makes it hard to research, though the percussion coming in at the end makes me question my theory. Believe it or not, I've actually figured out what a couple of these Turner Library songs are just by using Shazam, but it seems that 56k is used in multiple places across a myriad of artists who are most likely not in any way connected. Unfortunately, The Dawn is your Enemy will probably remain unknown forever because some artist sampled just the portion that airs and put it into their song wholesale, so any research using that sample alone is useless at least through Shazam.

They aired the popeye show on Adult Swim? I thought that was a kid show

Yes, they did give Popeye. What's represented here was actually the 3rd time they tried airing it. This time was just as filler because Adult Swim had just become their own network as opposed to being labelled as "a block on Cartoon Network at night". In order to become their own network, they needed to expand 1 more hour so they added a 5 AM hour that they just used for filler shows that don't necessarily fit Adult Swim, which is why they had Popeye, and also The Bob Clampett Show which had Looney Tunes shorts. As the next few years went on, they started showing other shows that have no place on Adult Swim such as the 80s Mr. T cartoon, Chuck Norris Karate Kommandos, Gigantor, Super Globetrotters, Voltron, and others. They also gave shows that would get poor ratings in the main block such as Case Closed and Super Milk Chan. Eventually they stopped using that slot for completely random shows and would just give shows from the regular block that are more tame in comparison like King of the Hill and Home Movies.
