Two possible reasons for the composters, First is comparators reading a particular signal strength. Comparators reading composters are a great way to get lower signal strength, like a signal that only extends 5 blocks. The other reason to use composters is lag optimization. The least laggy hopper that can send items(not a locked hoper) is one with a composter on top. This stops the hopper from constantly checking for item entities to pick up and only process if it can get bonemeal from the composter or send an item in the hopper.
